Climate Change is Global, the Impact is Local

Nicolas Loris

Nicolas Loris is the Deputy Director of the Thomas A. Roe Institute for Economic Policy Studies and the Herbert and a Joyce Morgan Fellow in Energy and Environment Policy at the Heritage Foundation. He focuses on energy, environmental, and regulatory issues. Before joining the Heritage Foundation in 2007, Loris worked at the Charles G. Koch Charitable Foundation.

Loris has written many articles on climate change for the Heritage Foundation, including “Paris Climate Agreement: Instead of Regulations and Mandates, Embrace Markets,” “Joe Biden’s Climate Plan Will Benefit the Rich, Hurt Working Americans,” and “The Misguided Attacks on Natural Gas.” In his article “Can We Blame Hurricanes on Climate Change? Not So Fast,” 

Loris wrote that climatologists may be projecting “doom and gloom,” but not even the mainstream climatologists are using the United Nations’ “conveniently timed” climate report. In his article on the Paris Climate Agreements, he claimed that “the agreement is ill-suited to curb warming” and that “policy and regulations often stunt the pace of innovation and the ability of the private sector to invest in more environmentally friendly technologies.” Loris also advocates for the Heritage Foundation’s position that while climate change is real and human emissions probably have contributed to it, the effects of climate change will be negligible, and any policy enacted to curb it will be ineffective and costly.
